English people who are on keto or Low carb diets - are our food labels in the UK written as total carbs or net carbs ? therefore when we are trying g to work out our carb levels should we only be looking at the total carb value ?

Net. The only thing you minus yourself is polyols if they’re listed (usually on sugar free stuff)
